THE ROLE OF LOCAL GOVERNMENTS IN THE SYSTEM OF ENVIRONMENTAL SAFETY

Abstract. Recently national government has obviously tried to provide the unity of managing the system of environmental safety of the Russian Federation at the expense of using the potential of local government. To solve this problem it is necessary to expand the competence of local governments in the system of environmental safety by approving supplements and amendments to federal laws.
