TO THE QUESTION OF THE DEVELOPMENT OF PRIMARY EDUCATION IN THE SOUTH URALS (1900 - FEBRUARY OF 1917)

Abstract. The article is devoted to the problem of primary education formation in the South Urals in the period from the 1900s and till February of 1917. The author considers the state policy in the education sphere on the basis of great factual material and pays the special attention to the specificity of Zemstvos work.
