Abstract. The main directions of the social and economical development of Ural Zemstvo are described. These directions are pointed at well-being growth of people. Zemstvos promoted the development of agriculture production, cooperative motion, road construction and commerce. They supervised public education, medicine, social security of the population. Zemstvos were the real authorities of self-government and self-financing.
