Abstract. The aim of the article is a comparative analysis of institutional and political governance, accounting and planning in the migration sphere of countries, the role of language education in migrants’ socialization in the context of the migration policy of the Republic of Tatarstan (RF region) and the state of California (the United States region). The study is based on the results of the population census of various periods in the Russian Federation and the United States. The studies also included the analysis of legal documents on the strategic planning of the national policy and migration of the Russian Federation and the United States.
