Abstract. The author discusses the problem of students’ foreign language educational competence development at the language faculty of a pedagogical higher educational establishment, considers the notion of a foreign language educational competence, presents its component structure, gives its brief functional-content characteristics, and analyzes in detail the principles, on which the process of this competence formation and development is based.
