Abstract. The article considers issues related to the modernization of higher education in Russia under the conditions of the implementation of two-level training system. Basing on the analysis of the European experience, in particular the German model of education, the peculiarities of approaches to the educational system in our country and abroad are revealed. A significant part of the article is given to the prospects of the national educational system development.
