Abstract. This article is devoted to the problem of choosing a strategy while forming a national innovation system in Russia. Abroad cluster economy proved its effectiveness, so it is advisable, having studied the experience of the use of cluster structures in foreign countries, to suggest the use of this approach in our country, to adopt useful experience taking into account our own possibilities and setting correct priorities. The author proposes a variant of clustering process that allows Russia to achieve competitiveness in the world market.
