Abstract. The article examines the historical-legal aspects of the development and formation of the human rights and supervisory functions of public prosecution bodies in the field of the observance of the rights and conditions of prisoners’ holding in custody in the penitentiary institutions of pre-revolutionary Russia. Main attention is paid to the analysis of the factors that affected the efficiency of the institute of prosecutorial supervision over the observance of the norms and rules of dealing with prisoners from the moment of its appearance until the fall of tsarist autocracy.
