OPENNESS AND PUBLICITY PRINCIPLES IN FUNCTIONING OF LAW ENFORCEMENT SYSTEM: EXPERIENCE OF SOCIO-PHILOSOPHIC ANALYSIS

Abstract. The article considers the main forms of realization of openness and publicity principles by law enforcement institutions of the Russian Federation. The analysis of reports, conducted by the officers of the Ministry of Home Affairs of Russian Federation towards population and deputies of different level as a new form of publicity and openness, disclosed the existing problems requiring a solution.
